Repair facility responsibilities for recycled parts

All recycled parts must be visually inspected for any shipping damage prior to signing the delivery driver’s invoice. There may be instances when no one is available to sign for the part at time of delivery. In such cases, the delivery driver may leave the part with the repair facility. Repair shops will then have one business day to inspect the part for shipping damage. If the part has been damaged they may return the part for full refund or exchange.

Determining the usability or viability of a recycled part

The repair facility must visually inspect all parts before work begins to ensure they are acceptable.
It is the responsibility of the repair facility to determine the usability or viability of a recycled part and ensure there is no compromise to the safety of the vehicle prior to installation within three business days of receiving the part.

There may be circumstances where it is not possible to meet this standard. In such cases, the repair facility must contact the recycled part supplier. If the recycled part is not acceptable, then the repair facility must contact the recycled part supplier directly and make arrangements to return the part.
The repair facility must make a reasonable attempt to use each part before contacting the supplier with a quality or fit issue.

All returned parts must be returned:

  • In the same condition as received
  • Packaged appropriately to prevent damage
  • Returned within thirty days of the initial sale (not date of delivery). In cases where this standard cannot be met the repair facility must contact the recycled parts supplier. The recycled part supplier then has the option of agreeing to a delayed return of the part.

What to do when questions arise with regards to the usability of the part.

It is up to the repair facility to ensure that the recycled part supplier and the part meet the recycled parts standards of performance. In cases where the supplier does not meet the recycled parts standards of performance then the repair facility assumes all warranty for the part. When disputes arise concerning the amount of damage on parts exceeding the recycled parts original estimate the repair facility and recycled parts supplier will agree to labour costs prior to installation of the part.

The recycled part supplier must respond to the repair facility regarding any concerns within one business day from the time they were notified of the concern.

Returning Parts

If a recycled part is not acceptable the repair facility will contact the recycled part supplier directly to return the part. All parts returned must:

  • Be in the same condition as when received
  • Packaged appropriately to prevent damage, and
  • Be returned within 30 days of the initial sale whenever possible.

Compensation for labour on Recycled Parts

All labour changes to the Repair Estimate (CL1400) must be approved by an ICBC estimator.
All labour requests from the repair facility must be reasonable and agreed to by the recycler before the parts are repaired or installed.

ICBC may approve compensation for labour when a recycled part is returned for reasons beyond the recycler’s control, and when ‘custom cutting’ of sheet metal parts reduces or eliminates the opportunity for resale. An example of ‘beyond a recycler’s control’ is when a damaged vehicle is repairable, but during the repair process it is discovered there is additional hidden damage which causes the repair costs to increase resulting in the vehicle becoming a total loss.
